Today the digital world has become quite complex… it’s difficult to define what a cybercriminal is really, respectively to have a clear definition of what is “criminal behaviors” in the today’s cyber world… Cyber criminals acts as entrepreneurs, and entrepreneurs, respectively governments have sometime criminal behaviors. Snowden was quite clear on that point… As well, some well-established cyber security companies, and some self-made digital entrepreneurs, are analyzing software and operating system and crawling the Internet to find zero-day vulnerability, in the goal to sell it on the underground market to intelligences agencies, competitors or non-democratic governments…

All of those questions makes the information security and the definition of the risk quite difficult to manage… Journalists, NGOs, Layers, startups, are among the main targets…
